Certifications

For Certification, a technology must have demonstrated confidence of continued effectiveness: i.e., it will perform as intended, conform to the seller’s specifications, and is safe for use as intended. In addition to the benefits provided under Designation, Certification allows Sellers of antiterrorism technologies to assert the Government Contractor Defense that immunizes Sellers from liability for claims arising from acts of terrorism. Technologies that receive Certification will be also placed on an Approved Products List for Homeland Security. Designation is a prerequisite for Certification.

The Technology is a cybersecure single-platform control system for unified plant control, monitoring, and optimization of power generation and waste/wastewater treatment plants. The Technology also includes optional cybersecurity services.


American Science & Engineering, Inc.

Approved: February 10, 2023 | Expires: February 28, 2028

Rapiscan Systems provides Gemini X-ray inspection systems. The Technology is a line of X-ray inspection systems that use transmission and backscatter scanning methods to inspect parcels, packages, luggage, bags, containers and other similarly sized objects for organic and inorganic anomalies. The determination of whether an anomaly is a threat is dependent on the customer’s concept of operations, and outside the scope of the Technology.


American Science and Engineering, Inc.

Rapiscan Systems, Inc. provides the Z Backscatter Van (ZBV®). The Technology consists of standoff mobile X-ray inspection systems designed to scan moving vehicles, cargo, and similar sized objects for suspicious objects using stationary or drive-by modes. The Technology also includes installation, training, maintenance, relevant documentation, and personnel qualifications.


Cleveland Browns Stadium Company LLC

Cleveland Browns Stadium Company LLC, Cleveland Browns Football Company LLC, JHAC, LLC, and the City of Cleveland provides Cleveland Browns Stadium Company Security Program for FirstEnergy Stadium (the "Technology"). The Technology is a comprehensive program comprised of physical and electronic security equipment, tools, emergency planning processes and procedures, and properly trained personnel, whose program encompasses the entire Stadium property, including the seating bowl and suites, gates, loading dock, inner and secondary perimeters, field, locker rooms, areas housing utility and mechanical systems, command center, and service level garage.


Shooter Detection Systems

Shooter Detection Systems, LLC provides the Guardian Indoor Active Shooter Detection System (the Technology). The Technology is a gunshot sensor system designed to detect indoor firearm discharges within its coverage area and report the specific location of the source(s). The Technology intends to provide building security personnel and other occupants with real-time gunshot detection information to assist with decision making and to facilitate rapid and accurate reporting to first responders. The Technology also includes training of installers, installation guides, and user manuals.


Rave Wireless, Inc., d/b/a Rave Mobile Safety

The Technology is a network-centric mass notification and emergency communications system. It is delivered via a combination of Software-as-a-Service (SaaS) components, mobile phone applications, and software installed on site. It includes the following components: Rave Alert, a mass notification system; Smart911, a combination database and web application of tools for emergency services; and Rave Panic Button, a safety application that alerts on-site personnel and 9-1-1 about emergencies.

The Technology is comprised of physical and electronic security equipment, tools, emergency planning processes and procedures, and properly trained personnel, which covers the entire stadium property. This Technology includes the seating bowl and suites, gates, loading dock, inner and secondary perimeters, field, locker rooms, area housing utility and mechanical systems, command center, and parking areas.

The Technology is a computer-based software tool, AVERT® (Automated Vulnerability Evaluation for Risks of Terrorism®) Software and Related Services, for performing vulnerability assessments of user-defined facilities. The output from the Technology is a computerized 3-D site map, vulnerability reports, and related outputs to estimate the probability of successful attack completion for scenarios as the customer defined. Using a combination of customer and Applicant input, the Technology provides a computer-modeled assessment of hypothetical terrorist attacks to aid in performing vulnerability assessments and to inform decision makers where security could be optimized.
