Certifications

For Certification, a technology must have demonstrated confidence of continued effectiveness: i.e., it will perform as intended, conform to the seller’s specifications, and is safe for use as intended. In addition to the benefits provided under Designation, Certification allows Sellers of antiterrorism technologies to assert the Government Contractor Defense that immunizes Sellers from liability for claims arising from acts of terrorism. Technologies that receive Certification will be also placed on an Approved Products List for Homeland Security. Designation is a prerequisite for Certification.

Delta Scientific Corporation provides Vehicle Barriers, a family of crash-rated vehicle security barriers (the Technology). The Technology consists of fixed and transportable wedge barriers, bollards, and beam barriers, active bollards, and fixed crash gates. All SAFETY Act-protected models were crash-tested using ASTM International or Department of State test standards. Public and private sectors use the Technology for active access entry point and passive perimeter security as a deterrent and to prevent vehicles from being used to attack people, buildings, facilities, and infrastructure. The Technology includes a warranty; user manuals for installation, operations, maintenance, and safety; and other associated technical documentation.

National Football League

National Football League (NFL) provides NFL Best Practices Program. The Technology is grounded in the NFL Best Practices for Stadium Security, or the NFL Best Practices. The NFL Best Practices is a comprehensive set of guidelines for stadium security management designed to deter and defend against terrorist attacks at sports stadiums. The NFL delivers and implements its NFL Best Practices through its Stadium Security Evaluation and Compliance Program and through its Stadium Security Training Program, which are designed to promote compliance with the NFL Best Practices at each stadium in which NFL games are played. The Technology does not include each NFL club’s or stadium owner’s or operator’s implementation of the Technology.

Ameristar Perimeter Security USA Inc.

Ameristar Perimeter Security USA Inc. provides Impasse & Impasse II High Security Palisade Fence System. The Technology is high security fencing intended to deter, delay, or prevent intruders from gaining access to an asset or launching attacks from the area immediately outside a facility’s perimeter. The Technology also includes related accessories, installation recommendations, a warranty, and maintenance guidelines.

Contemporary Services Corporation

Contemporary Services Corporation and Event Services America, Inc., provides Event Security Services. The Technology is an event security service that consists of a comprehensive security program composed of policies, procedures, physical and electronic security equipment, and trained personnel that provide protection, deterrence, and response to acts of terrorism against places of public assembly, including arenas, stadiums, performing arts venues, convention centers, racetracks, and outdoor events.

First & Goal Inc.

First & Goal Inc. provides Lumen Field Security Program. The Technology is the Applicant’s implementation of the National Football League’s (NFL) Best Practices for Stadium Security, resulting in a program comprised of physical and electronic security equipment, tools, emergency planning processes and procedures, and properly trained personnel. The Technology applies to the entire stadium property, including the seating bowl and suites; gates; loading dock; inner and secondary perimeters; field; locker rooms; area housing utility and mechanical systems; command center; and parking areas.

The Technology is deployed during Game Days, Event Days, Non-Event Days, Special Events, Gallagher Square (formerly Park at the Park) Events, and Functions for use at Petco Park Stadium. The Technology is a comprehensive, integrated security program based on Major League Baseball’s Best Stadium Operating Practices, other sports industry best practices, other industry practices, and government recommendations; and is comprised of physical and electronic anti-terrorism security measures, tools, policies and procedures, and trained personnel designed to detect, deter, prevent, respond to, and mitigate acts of terrorism against Petco Park and ballpark ticketholders, visitors, staff, and employees.

Rapiscan Systems, Inc.

Rapiscan Systems, Inc. and its subsidiaries provide Cargo and Vehicle Inspection Systems. The Technology is a line of devices that use X-ray radiation to scan vehicles, containers, rail, and cargo for threats. The Technology can be configured to use backscatter technology if desired. Technology also includes installation, training (operation, maintenance, and safety), warranty, maintenance, repair services, and the qualified field personnel to perform such services.

The Technology is a command and control software platform that enables integration of sensor feeds and system data into an interactive, web-based, graphical user interface that is configured by customers. The Technology is a unified security platform that is designed to manage and monitor electronic security systems, including access control, video surveillance, and automated license plate reading.
