Block Designations

Block Designations may be issued at the Secretary of Homeland Security's discretion and are intended to recognize technologies that meet the criteria for Designation as a Qualified Anti-Terrorism Technology (QATT), based on established performance standards or defined technical characteristics. Under this streamlined procedure for providing SAFETY Act coverage, applications from potential Sellers of a QATT that has received Block Designation will receive expedited review and are required to contain submission of minimal information concerning the technical merits of the underlying technology.

C-IED Train-the-Trainer Program

The Deputy Under Secretary for Science and Technology, Department of Homeland Security, announces the approval of Block Designation for technologies participating in the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Office for Bombing Prevention (OBP), Train the Trainer (TtT) Program. Participants approved to provide OBP's TtT Program may apply for SAFETY Act protections using a Block Designation form.

Screening Partnership Program Block Designation

The Deputy Under Secretary for Science and Technology, Department of Homeland Security, announces the approval of a Renewal of Block Designation for technologies participating in the Transportation Security Administration's Screening Partnership Program (SPP). Participants approved to provide SPP screening services may apply for SAFETY Act protections using a Block Designation form.

U.S. Customs and Border Protection (CBP) Tier 3 CTPAT Services

The Senior Official Performing the Duties of the Under Secretary for Science and Technology, Department of Homeland Security, announces the approval of a Block Designation for Tier 3 Customs-Trade Partnership Against Terrorism (C-TPAT) Services. Entities participating in the CBP C-TPAT program at a Tier 3 level may apply for SAFETY Act protections using a Block Designation form.

Certified Cargo Screening Program - Canine (CCSP-K9)

The Under Secretary for Science and Technology, Department of Homeland Security, announces the approval of a Block Designation for Transportation Security Administration Certified Cargo Screening Facilities-Canine (CCSF-K9). Entities participating in this Transportation Security Administration program may apply for SAFETY Act protections using a Block Designation form.
