Certifications

For Certification, a technology must have demonstrated confidence of continued effectiveness: i.e., it will perform as intended, conform to the seller’s specifications, and is safe for use as intended. In addition to the benefits provided under Designation, Certification allows Sellers of antiterrorism technologies to assert the Government Contractor Defense that immunizes Sellers from liability for claims arising from acts of terrorism. Technologies that receive Certification will be also placed on an Approved Products List for Homeland Security. Designation is a prerequisite for Certification.

Smiths Detection, Inc. provides HI-SCAN CCX-RAY (the “Technology”). The Technology is a collection of X-ray inspection systems used to screen cargo and freight packages. The devices use transmission X-ray imaging methodology, together with software-based image analysis, to detect potential threats and present them to the operator through a graphical interface. The Technology also includes software, installation, life cycle support, training, warrantee program, manuals, bulletins, and other communications.

L-3 Communications Security and Detection Systems

L-3 Communications Security and Detection Systems, Inc. and L-3 Communications Corporation provide the ProVision™ ATD and ProVision™ 2 (the “Technology”). The Technology is used at security checkpoints in airports, courthouses, correctional institutions, and other government and commercial facilities. It uses millimeter-wave scanning technology to produce three-dimensional images of subjects to detect concealed threat objects on scanned subjects. SAFETY Act protections apply to models of the Technology that use the Automated Target Detection (“ATD”) software and those models have passed field testing by the U.S. Transportation Security Administration.

Meridian Medical Technologies, Inc. provides ATNAA, Diazepam, DuoDote®, Pralidoxime Chloride, AtroPen®, Morphine Auto-injectors (the “Technology”). The Technology is a series of ready-to-use, pre-filled auto-injectors intended for the treatment of chemical nerve agent exposure or for the management of pain. The Technology is approved for use by the U.S. Food and Drug Administration (“FDA”). It also includes packaging, stockpile storage of sterile auto-injector assemblies, stockpile storage of medical solutions, training auto-injectors, and the associated use protocols, labeling, and package inserts.

Mistral Security Inc. provides Blast Containment Receptacles (the “Technology”). The Technology is trash receptacles designed to absorb blast energy and resist fragments of an explosive device concealed within the receptacle.

Emergent Protective Products USA, Inc. and Emergent BioSolutions Inc. provide Reactive Skin Decontamination Lotion Kit (“RSDL” or the “Technology”). The Technology is a formulation for the treatment of skin that has been contaminated with toxic chemical agents. The Technology is formulated to neutralize and/or remove the following chemical warfare agents: (a) nerve agents, including many organophosphate-pesticides; (b) blister agents, and (c) Trichothecene Mycotoxin (T-2) toxins that have come into contact with exposed skin.

The Technology is a sterile liquid suspension made from cell-free filtrates of microaerophilic cultures of an avirulent, nonencapsulated strain of Bacillus anthracis. The Technology is U.S. Food and Drug Administration (“FDA”)-licensed for active immunization of individuals between 18 and 65 years of age to prevent disease caused by Bacillus anthracis. The Technology is to be administered and used in a manner consistent with its FDA licensing as a pre-exposure prophylaxis or as directed by the U.S. Government as a post-exposure prophylaxis. The Technology also includes manufacturing, testing, labeling, packaging, and storage of BioThrax®, as well as the associated technical documents and manuals.

Cepheid provides GeneXpert® (the "Technology"). The Technology is an Anthrax identification system, which uses polymerase chain reaction ("PCR") to amplify the genes of a given sample. The systems self contained cartridges house the PCR reagents and protect the user from cross contamination. The Technology also includes installation and maintenance as outlined in Cepheid's GeneXpert® Field System Operator Manual.

Northrop Grumman Security Systems, LLC

Northrop Grumman Security Systems, LLC provides the Biological Detection System (“BDS” or the “Technology”). The Technology is a biological pathogen point detection system that is configured to screen for the presence of Bacillus anthracis in mailrooms. Rapiscan Systems, Inc. provides Metal Detection Systems (the “Technology”). The Technology is a line of non-intrusive metal detection systems that can be used to screen for weapons and explosives with metal components. The software to provide networked operations is included in the Technology as well as: installation, integration, maintenance, training, a warranty, personnel qualifications, and all technical manuals.
